Salaspils is a planned town, and in practice that means a large share of the housing stock consists of apartment buildings of one period and one construction type. Stock like that behaves predictably — and that is precisely why the symptoms there are easier to read correctly.
An apartment building has two conditions a private house does not. First, the ventilation riser connects several flats, so smells and damp travel vertically. Second, the basement and the stairwell are common property, and a source of damp or smell there sits outside the boundary of any one flat.
If the source is in the riser or the basement, treatment in your flat will clear what has already soaked into the finishes and furniture but will not stop the transfer. In that case we record in the inspection description what was found and where, so you have something to take to the property manager or the owners' association. If your neighbour smells the same thing, or you can smell it in the stairwell, it is no longer a flat matter but a building matter.

In a commuter town a large share of flats are let, and between tenants there are a few days in which the flat has to be clean and free of smell. That is a classic moment when treatment is in the right place: the space is empty, furniture is reachable from every side, and there is time to air afterwards.
If a flat has stood empty for several months, it is worth running water through every drain and opening every room for a day before treatment. In a fair number of cases the smell then goes and treatment is not needed at all — and we say so too. If the smell has soaked into soft furniture or a mattress, wiping surfaces will not touch it, and then treatment followed by ozone helps.
Uniform building stock brings one practical advantage: if the run of the ventilation riser and the location of the service rooms are known in one building, the same usually holds for its neighbours. That shortens the inspection and makes the diagnosis more precise. So please name the building series in your enquiry, or at least the number of storeys and the construction period, if you know it.
If the neighbour's flat on the same riser shows the same problem, the answer is not in treatment but in the building's ventilation.
Cold corners in a panel block are not a defect you can treat away. They are a property of the structure: at a panel joint the wall is cooler than in the middle, and that is where the room's airborne moisture condenses first. Treatment removes the growth, but the corner stays just as cold. So after the work we always say what to change in how the space is used — usually the distance between furniture and the wall, and regular airing.
In uniform stock the order of inspection is known in advance, and that is its practical benefit. We go to the patch last, not first, because in an apartment building the visible sign and the cause are rarely in the same room.

After that sequence it is usually already clear whether the work is in your flat or whether the question belongs to the property manager. Only then do we measure the area to be treated and talk about a sum. In practice four things change the price: the area, whether finishes — skirting, panelling, the bottom edge of plasterboard — have to come off, whether drying is needed before treatment, and how clear the access to the affected walls is. Distance is the fifth factor and the only one that does not depend on the property.
In the detached-house parts around Salaspils — and in the garden-plot and woodland areas on the edge — the first question is usually about the basement and the foundations. Proximity to the Daugava and the reservoir means it is worth establishing, for the specific property, how high the groundwater sits and whether there has ever been water in the basement. That is a question to check, not a claim about the town.

Partly. Treatment will clear what has already soaked into the flat's finishes and furniture, but it will not stop the transfer along the shared riser. At the inspection we establish where the source is and record it in the description, so you can take it to the property manager.
You can, but the customer then has to be the property manager or the flat owners' association, because those are communal spaces. An individual flat owner can order work only inside their own flat.
